The sea-coast of Barcelona city turned into a vanguard infrastructure, a 7 star accommodation for large yachts.

The development of part of the process of regenerating Barcelona’s sea front opening up the city to the sea was handled during the 90s and is recognised with one of the great achievements of Barcelona’s urban metamorphosis. Inexplicably, Barcelona lived with its back to the sea until 1992. A project to manage the coastal area of Barcelona from the 1992 Olympic Games onwards to open the city up to the sea led changes in land use of some areas of the port. As a port, it is not subject to neither laws nor plans towards the normalization of the urban land. The port, autonomous legal and territorially, lacks regulation for neither plans and planning regulations because nor is urban land nor it is limited to Coastal Law. A complex patchwork of public policy, agents and soil classification and grading. And reconfiguring Barcelona’s port was an agreement between different agents, port authorities, Barcelona’s Town Hall, the Catalan government and Salamanca Group Investments, in which a new section was added: to carry out an area to be retained solely for not port use in exchange for ceding its use, among other subjects. Thus, Salamanca Group Investments, who assessed future opportunities and backed bringing the knowledge to all policy-making bodies, obtained the administrative license of operation up to 2036, a proper offer.

In fact, all ports are areas with ownership and land conflicts that end in administrative and political approvals. This is why Barcelona’s forefront operation embarked on by Salamanca Group Investments (within the scope corresponding to city port within the competence of the Urban Habitat Commission, at the same time a task for Barcelona Port Authority) was publicly displayed. It was defined by giving priority to the conversion of the facilities’ marina beginning with the Barceloneta Dock (prior Marina Port Vell, now OneOcean Port Vell) to transform it into a new large Barcelona Leisure Marina to host large private yachts and the extension of the workshop for repair and maintenance for large recreational craft located around Catalonia Pier.

After 4 years of rehabilitation and construction, the all-round project has involved a remarkable final investment of €85 million. By the end of 2014 Salamanca Group Investments successfully completed the biggest city’s most ambitious town-planning with the concession of Barcelona’s marina transforming it into one of the longest berths for great luxury leisure boats in Europe and one of the first worldwide over 150 moorings for exclusive use with capacity for boats from 5 up to 190m in length. An intervention with sensibility.

Barcelonian architects and landscapers Oscar Blasco and Sergi Carulla (SCOB arquitectes), authors and project managers, rehabilitated and constructed 16.000 m2 of docks and floating quays and designed 2 new buildings on the water.

These new buildings of the port area are integrated in the Paseo de Borbón’s landscape and built environment, as well as in the Fishermen and Spain Piers. The company has a workforce of nearly 100 from 20 different nationalities that move around 5.000m2, people from here and there, a mix of perceptivity and cultures to ensure the highest service and quality standards for their customers.

Consequently, it has favoured the local economy in an authentic quarter by its fishing environment and the large number of its typical and all tastes eateries. Marina’s customers, the super yachts range, spend an average of between 5 to 10 millions of euros a year in their upkeep (between 10 to 20% of its building cost) that find its ways into shipyards and establishments that supply these luxurious floating hotels (supermarkets and restaurants, among others many more). Whatever the activists rejected was the closing of the area (which already it was) and the impact of an exclusive use in a port area integrated into the town. Perhaps, those who self-proclaimed ‘affected’ got angry over the speed with which the legal acceptance process happened and they would have satisfied to impose corrective mechanisms on all these large-scale private investment projects. But the reality is that divergences on this piece of the urban fabric and the coast of Barcelona committed ‘OneOcean Port Vell’ property in developing community supports altruistically. Population of Ciutat Vella districts have any reason to believe neither they have lost this so important piece of the city nor its relationship with the sea.

La marina de Barcelona convertida en una infraestructura de vanguardia, un alojamiento de 7 estrellas para embarcaciones de grandes dimensiones.

29XII16 BARCELONA – La concepción de descubrir la ciudad al mar se manejó durante los años 90 registrándose como una de las conquistas de la metamorfosis urbana de Barcelona. Incomprensiblemente, Barcelona vivió de espaldas al mar hasta 1992. La reordenación de la franja litoral de Barcelona a partir de los Juegos Olímpicos del 92 para abrir la ciudad al mar promovió el cambio de uso de algunas zonas del puerto. Como puerto, éste no está sujeto ni a las leyes y ni a los planes que normalizan el suelo urbano. El puerto, autónomo jurídica y territorialmente, carece de regulación por los planes y normativas urbanísticas porque ni es suelo urbano ni se circunscribe en la Ley de Costas. Un complejo entramado de política pública, agentes y calificación del suelo. Y la reconfiguración del puerto de Barcelona supuso un acuerdo entre distintos agentes, las autoridades portuarias, el Ayuntamiento de Barcelona, la Generalitat de Cataluña y Salamanca Group Investments, en el que se adicionó el uso no portuario a cambio de su cesión de uso, entre otras materias. Así, Salamanca Group Investments, que evaluó las oportunidades del futuro y apostó por llevar el conocimiento a todos los órganos de decisión, obtuvo la concesión administrativa de explotación hasta el 2036, una proposición decente.

Por esta razón, y siendo que todos los puertos son áreas con conflictos de usos y propiedad que terminan en aprobaciones de carácter administrativo y político, el proyecto de transformación de la marina de Barcelona, en el ámbito ciudad puerto competencia de la Comisión de Hábitat Urbano, a la vez competencia de la Autoridad Portuaria de Barcelona (APB), estuvo expuesto públicamente y se definía por la reconversión de la instalación del puerto deportivo del muelle de la Barceloneta (Marina Port Vell y ahora OneOcean Port Vell) para hospedar a grandes yates y la ampliación del taller de reparación y mantenimiento de embarcaciones de recreo de grandes dimensiones, situado éste alrededor del muelle de Cataluña.

Tras 4 años de rehabilitación y de construcción y una nada desdeñable inversión de 85 millones de Euros, a finales del 2014 Salamanca Group Investments culminó el plan urbanístico más ambicioso de la ciudad con la concesión del puerto deportivo de Barcelona transformándolo en uno de los mayores amarres para grandes embarcaciones de lujo de Europa y uno de los primeros del mundo con más de 150 amarres y con capacidad para unos 160 yates de 5 hasta 190m de eslora. Una intervención con sensibilidad.

Los arquitectos y paisajistas barceloneses Oscar Blasco y Sergi Carulla (SCOB arquitectes), autores y directores del proyecto, rehabilitaron y construyeron 16.000 m2 de muelles y pantalanes y proyectaron 2 edificios nuevos sobre el agua.

Los nuevos edificios del espacio portuario se integran en el paisaje y en el entorno urbano del Paseo de Borbón y los muelles de España y Pescadores. La plantilla de casi 100 trabajadores de 20 nacionalidades distintas hormiguea en unos 5.000m2, ciudadanos de aquí y de allá, mezcla de sensibilidades y de culturas, lo que garantiza unos altos estándares de servicio.

The Gallery, el edificio de vanguardia de última generación de servicios portuarios de 2 plantas que aloja las oficinas de las empresas de gestión que operan el puerto deportivo, salas polivalentes, salas para la tripulación y un pequeño gimnasio, baños, vestuarios, spa wellness y office, está construido en una plataforma sobre el agua y está cubierto por una celosía de hormigón blanco prensada, de Escofet, que proporciona protección solar, de los vientos y del ambiente salino. Allí bulle la actividad. En OneCoWork, el nuevo espacio de colaboración empresarial situado en su interior, el uso compartido permite espacio para la inspiración y ayuda a liberarnos de nuestras propias ideas. Los espacios de trabajo compartido son escenarios de trabajo flexible que han impulsado el reconocimiento de una industria.

En la actualidad, el chef Francisco Díaz es quién gobierna en la coqueta cocina y te impresiona con su arte culinario. Si eres meticuloso, perfeccionista, te deleita observar y degustar y optimizas tu tiempo, en muchas ocasiones mudas el despacho a ‘OneOcean Club’ y los horarios se detienen. Un desayuno, un menú y una carta estacionales para comer y cenar, un café, un cóctel, una reunión. Disfruto de sus escenario, cielo y óptimo horizonte. La nueva marina de Barcelona se impone realzando su configuración de forma revolucionaria. ¿Su secreto? Si observas, ves más allá de lo que las extraordinarias vistas ofrecen. Por otra parte, el afecto por el mar, ese filón con el que siempre ha contado Barcelona y no explotaba por falta de interés e inversión, ha sido causa de serias objeciones críticas. Me resulta inverosímil que este territorio en medio de la ciudad haya causado tanto revuelo entre los no entendidos. Desde que los últimos inquilinos políticos hasta la fecha, que pasaron del activismo social a la alcaldía, llegaron al Ayuntamiento de Barcelona en junio de 2015, no he dejado de escuchar su constante anuncio de revisión del proyecto del Port Vell ‘para recuperar un uso público y ciudadano’. Hay quién no se entera y divaga por la vida manifestando pública y notoriamente su ignorancia.

A Paul Cook, el Director General de ‘OneOean Port Vell’, quién anteriormente había sido capitán de portaaviones en la Royal Marine y patrón de embarcaciones privadas, le fascinaría recibir, si no su presencia, una contestación a su invitación de visita con guía a la alcaldesa Ada Colau (en su defecto, a su segundo de a bordo). Particularmente, la alcaldesa legitimó una zona franca en el Paseo San Juan de Borbón para los manteros legalizando la venta ambulante para vender productos falsificados. Esta permisividad insólita se enfrentó con los Mossos d’Esquadra, la Guardia Urbana y la Policía Portuaria, que no pudieron intervenir en el asentamiento de esta ‘zona de venta ilegal controlada’, como la denominaban desde el Ayuntamiento, que llegó a concentrar a los casi 800 manteros con puntas de hasta 900 de ellos el 01.08.16.

Al contrario de lo que promulgaban algunos vecinos y comerciantes de la zona en sus manifestaciones durante su transformación, tales como ‘Defensem el Port Vell’ –defendamos el puerto-, el entorno inmediato, el barrio marinero de la Barceloneta, ha mejorado considerablemente, les ha beneficiado y, en consecuencia, ha favorecido la economía local. Los clientes de la marina, las embarcaciones de gran eslora, gastan un promedio de entre 5 a 10 millones de euros al año en su mantenimiento (entre un 10 y un 20% de su coste de construcción) que van a parar a las atarazanas y a los establecimientos que proveen a estos hoteles flotantes (supermercados y restaurantes, entre otros muchos más). Lo que los manifestantes rechazaban era el cierre del área (que ya lo estaba) y el impacto de un recinto exclusivo en una zona portuaria integrada en la ciudad. Quizás, los que se autoproclamaron ‘afectados’ se enojaron por la rapidez con la que se sucedió el proceso de aceptación legal y les hubiese satisfecho imponer mecanismos correctores a todos estos proyectos de inversión privada de gran envergadura. Pero, la realidad es que las divergencias en esta pieza del tejido urbano y de la ribera de Barcelona han predispuesto a la propiedad de ‘OneOcean Port Vell’ a desarrollar ayudas a la comunidad de forma altruista. La población de los barrios de Ciutat Vella no ha perdido esta pieza tan importante de la ciudad ni su relación con el mar.

MENSAJES CLAVE:

• Inversión de casi 100 millones de Euros y la creación de casi 100 nuevos puestos de trabajo directos.
• La familia británica ‘Salamanca Group Investments’ es un banco de negocios de riesgo y de inversión con cuna en Londres que gestiona activos internacionales por valor de 4.500 millones de libras y ejercita principalmente en las divisiones marítima, minera e inmobiliaria.

• Ubicación estratégica en el Mediterráneo. Clima y sol estupendos. Gastronomía. Cultura. Proximidad con el aeropuerto internacional. Barcelona compite con las grandes capitales del mundo en infraestructura marítima.
• Ventajas fiscales de atraque en OOPV. En diciembre de 2015 a ‘OneOcean Port Vell’ se le concedió un permiso para extender el plan de ventaja fiscal de exención de impuestos a los buques en la marina durante su estancia. Las obras y materiales, así como el atraque, se pueden pagar sin IVA y permite un gran ahorro para los yates que se someten a reparaciones, mantenimiento y mejoras. (Fuente: SuperyachtNews.com). Según conversación mantenida con Paul Cook, como base invernal, apoyan a los buques de propiedad y muestran a los propietarios el beneficio de regresar a una de las ciudades más animadas y activas del mundo con estable situación medioambiental.

GALARDONES:

• Ganador del premio en la categoría mundial de base para superyates. Ganador del premio Architizer A+ Categoría de la mejor marina y mejor puerto en diciembre de 2015. OneOcean Port Vell ganó el premio FX International Interior Design Awards 2015, del grupo editorial británico, en la categoría de global project.

Durante las pasadas ediciones 54 y 55 del Salón Náutico Internacional de Barcelona ‘Fira Barcelona’ izó sus velas concentrando sus actividades y su oferta comercial en el Port Vell. Los sellos Barcelona, Marina Port Vell y Fira de Barcelona recibieron a los más de 55.000 visitantes (por edición) nacionales e internacionales en su muestra flotante y en tierra. ‘De Antonio Yachts’, rebelde y hedonista, es la nueva marca española para las embarcaciones de la industria náutica deportiva y de recreo. Y ‘OneOcean Club’ se ha catapultado como restaurante oficial y punto de encuentro durante la celebración de este certamen. Recalar y disfrutar de un mar de experiencias participando en las novedosas áreas marineras de este salón, principal plataforma del sector en España y óptimo escaparate comercial para los amantes de la náutica deportiva y de recreo, es, simplemente, persuasivo.

En otro sentido, desde mayo de 2015 ‘OneOcean Port Vell’ acoge la exclusiva ‘Martini Racing Terrazza’ durante los campeonatos de Fórmula 1 en un ambiente vibrante y regado con el mejor vermut, abierta al público con aforo limitado y presidida cada año por un monoplaza de la escudería Williams que reúne música, gastronomía, degustación de la mejor selección de cócteles elaborados por el Brand Ambassador Global de Martini y arte en directo.

Con la última fase de las obras de ampliación de la marina, completada en septiembre de 2016, sobre la remodelación del Muelle de Pescadores, hay que sumar 8 dársenas adicionales que pueden llegar a albergar yates de entre 30 y 80 metros, además de incluir un nuevo acceso a todas las instalaciones del puerto deportivo.

La del puerto de Barcelona es una crónica cargada de obstáculos y de mutaciones hasta convertirse en uno de los principales motores económicos de la ciudad. Muy lejos de satanizar la inversión privada, el resultado salta a la vista. Yates de todo el mundo surcan los mares de la travesía entre las costas de las Islas Baleares y las costas francesas e italianas durante la campaña estival. Y en esa travesía se localiza la flamante marina ‘OneOcean Port Vell’, que se ha posicionado como base invernal y destino de verano.

DATOS ESTADÍSTICOS:

1) 2016 ha sido un año record en cuanto a la llegada de grandes embarcaciones. Durante los primeros 6 meses, OneOcean Port Vell acogió 1.725 barcos, 610 yates más que en 2015.

2) La llegada de yates de más de 100m de eslora ha experimentado un fuerte crecimiento de un 300% durante los últimos 12 meses.

3) OOPV (*1) atesora el muelle fijo más largo del mundo (*2) (440m) capaz de albergar las embarcaciones de recreo más largas de eslora del mundo. (*1) OOPV (OneOcean Port Vell) (*2) Por detrás del Muelle de Progreso, de 6,5 Km en la Península de Yucatán, México.

4) En Junio de 2016, OOPV (*1) recibió a ‘Dilbar’, el superyate más grande del mundo en términos de volumen de 156m de eslora propiedad de Alisher Usmanov, 62, un billionario ruso hecho a sí mismo.   https://www.youtube.com/watch?v=IsK5gVvrmNg
